An act of the National Assembly to establish necessary qualifications for educators.

1. Ministry of Education
   1. The Ministry of Education shall establish standards and qualifications to certify educators
   2. Upon passing the requirements for a license, an educator shall become a member of the Ministry of Education
   3. The Ministry of Education shall periodically review and update requirements to practice education within the Dominion
2. Tenure
   1. The concept of “tenure” is prohibited in regard to protecting educators from discussing certain topics
   2. In regard to teaching political or polarized topics, all educators shall remain politically neutral
   3. Educations may cover polarized topics, so long as equal weight, time, and consideration is given to each side of the subject
   4. No controversial subjects shall be covered unless a topic is specifically related to the course being taught
