An act of the National Assembly to establish necessary qualifications for medical doctors. 

===== Provisions =====
  - **Ministry of Public Health**
    - The Ministry of Public Health shall establish standards and qualifications to certify medical doctors
    - Upon passing the requirements for a license, a medical doctor shall become a member of the Ministry of Public Health
    - The Ministry of Public Health shall periodically review and update requirements to practice medicine within the Dominion
