An act of the National Assembly defining under what circumstances a foreign nation shall be formally recognized. 

===== Provisions =====
  - Foreign nations shall be formally recognized if:
    - The Emperor issues a diplomatic communiqué stating such (Constitutional Title III Article 7)
    - Automatically, if the foreign nation formally recognizes the Dominion
    - Automatically, if accepted into the United Nations
  - Foreign nations shall not be recognized:
    - If their territorial claims are in dispute with a recognized nation, unless:
      - Both nations are amicable to each other
    - The nation is a //persona non grata// under law
    - The nation has committed a //lèse-majesté// against the Emperor or Royal Family
